By Elizabeth Wolfe | CNNProbes into Gilgo Beach serial killings suspect Rex Heuermann now reach across the country as investigators are examining his connections to Las Vegas and South Carolina, where the suspect has owned property.Police in Las Vegas are sifting through their roster of unsolved cases for any sign Heuermann may have been involved, a spokesperson for the Las Vegas Metropolitan Police Department confirmed in a statement.Though Heuermann lived on Long Island, New York, he and his wife had purchased two timeshare condos in Las Vegas between 2003 and 2005, according to property records obtained by CNN. The couple has since sold the first property, the records show, and it is unclear whether they still own the second. The 59-year-old architect and father of two was arrested last week in New York City and charged with the murders of three of the “Gilgo Four,” a group of four women whose remains were found along a short stretch of Long Island’s Gilgo Beach in 2010.Heuermann ...Why is San Jose’s gun insurance law going unused?

It was touted as a novel way to hold gun owners accountable.San Jose’s gun liability insurance requirement — the first-of-its-kind in America and upheld by a federal court judge last week — will make the city safer from the firearm-related violence that has wreaked havoc across the nation, its proponents assert. But nearly eight months after the ordinance went into effect on Jan. 1, not a single resident has been cited for not having the insurance, according to the city manager’s office, raising questions about the law’s effectiveness.Nor is there any data on how many firearm owners in San Jose are actually following the law. The city does not have access to the state’s gun registry, meaning it cannot contact gun owners to ensure that they are in compliance. Instead, the city is trying to boost cooperation through digital advertising, point-of-sale materials at gun retailers and letters to 2,400 local insurance agents.Under the city ordinance, fire...Editorial: Newsom’s mental health plan needs work before going to voters

It’s easy to see the appeal of the $4.7 billion mental health plan Gov. Gavin Newsom wants to place before voters next March. The proposal is designed to provide in-patient treatment facilities and services for 10,000 homeless people with mental health and addiction disorders. The problem lies with the way that the programs would be funded. A portion would be paid by taxpayers through a new $4.7 bond issue on the upcoming statewide ballot. And Newsom plans to divert another $700 million annually from important mental health services currently provided by California counties using funding from a 2004 ballot measure. As a report released last week by the independent Legislative Analyst’s Office warns, the Legislature needs to take a hard look at the overall impact of the governor’s proposal before voting to put it on the ballot. Getting people with mental health and drug addiction problems off the streets is a worthy goal. But the current county services play a crucial...49ers camp preview: Rookie Ji’Ayir Brown fits right into safety trio

SANTA CLARA – Ji’Ayir Brown’s position as the 49ers’ top-drafted rookie guarantees him nothing, but his first impression on their practice fields signals he could be an immediate contributor this season.Brown, a versatile safety, has been told to learn from the hip pocket of returning starters Talanoa Hufanga and Tashaun Gipson Sr.“When you look at a guy like Ji’Ayir Brown, he has the DNA we are looking for on defense — a guy that’s physical, that’s smart, that can finish,” defensive backs coach Daniel Bullocks said.Bullocks wants Brown and any young players to first learn their job before competing for a starting role. Bullocks has coached the 49ers’ defensive backs since 2017, and this offseason brought him a promotion from safeties coach to defensive backs coach, under new coordinator Steve Wilks. Here is how the safety unit looks in Bullocks’ eyes heading into this week’s minicamp:HUFANGA’S ‘DIRTY EYES’Hufanga became a full-time starter last season a...Scores of apartments may sprout inside downtown San Jose office tower

California put aside $7.2 billion to address homelessness in the 2021-22 state budget. Last year, there were an estimated 172,000 homeless statewide, which equates to spending nearly $42,000 per homeless person.Spending of this magnitude — which only accounts for state money — is sufficient if it were applied effectively. The worsening crisis indicates that something is off with how the state spends its resources. This perspective is important in light of a comprehensive homeless survey by UC San Francisco. Many of its findings are enlightening, but too many of its suggestions call for more spending. It strains credulity to believe that spending $42,000 per person is insufficient, but if bumped up to $45,000, all will be OK. California does not have the worst-in-the-nation homeless crisis because it spends too little.Continued calls for more government subsidies supporting the state’s ineffective housing-first approach will waste money while failing to alleviate the emerge...Single family residence sells in San Jose for $2.9 million
